It may be a little hard to describe, but I'll try.
An engine cooling needs of the full voltage of 120 V until it is activated (you must overcome inertia and load the compressor). Operating at normal speed may even reduce the 120V. This saves electricity.
You need a power transistor connected in series with the motor. The base of the transistor connected to a capacitor and resistor values, so it take a few seconds for the transistor to be biased so that there is a certain tension is reduced through the collector and emitter. The savings could be significant.
Note: This is a simplified version of what the actual circuit.

Be the only reasonable answer, one with a power cord in and out of power and switched on and off the table between them.

To save power, the switch and turn the device on the consumption or use of the power supply unit.

I would be careful of the reaction Paul F's. You can burn up a motor way!

That's good for lighting and other equipment at 100% duty cycle only.
